Elbert County Building Department
The Elbert County Building Department issues permits for construction, remodeling and repair in unincorporated Elbert County, and says most new construction needs a permit. Land inside an incorporated town such as Elizabeth is outside that stated area, so confirm the jurisdiction first. Septic permits come from county public health, and electrical permits are pulled separately through the state.

- Elbert County's Building Department states that all building permits must be designed to the 2018 International Codes and to its own design criteria table, and warns that plans with incorrect criteria cause permitting delays.
- Frost depth, wind and snow
- The county's climatic design table lists a 36-inch frost line depth and a 115 mph ultimate design wind speed. Ground snow load is taken from the ASCE Hazard Tool, and a printout from that tool (ASCE/SEI 7-22) is part of the new residence submittal.
- Soils report and engineered foundation
- Elbert County's new residence checklist requires a soils report, an engineered foundation design and structural drawings stamped by a Colorado-licensed engineer. The county also requires a licensed engineer to inspect items such as the open hole, footings and steel, foundation walls and perimeter drains, with stamped observation letters.
- Septic and electrical permits
- The checklist lists additional permits: septic and septic use permits from Elbert County Public Health and Environment in Kiowa, and a separate electrical permit through the state (DORA) for all electrical work. A driveway permit and a school district sign-off are also on the list.
- HOA covenants are separate
- Elbert County states that its permits do not authorize work that violates HOA covenants, conditions or restrictions, and that getting any HOA or architectural committee approval is the applicant's own responsibility.
