Pikes Peak Regional Building Department (PPRBD)
PPRBD was created in 1966 by an agreement between the El Paso County commissioners and Colorado Springs, and today serves unincorporated El Paso County along with Colorado Springs, Fountain, Manitou Springs and the towns of Calhan, Green Mountain Falls, Monument and Palmer Lake. Zoning, site plans and wildfire affidavits stay with the county's Planning and Community Development department.

- Is the parcel unincorporated?
- El Paso County's planning department says to look the parcel up in the Assessor's property search: it is in unincorporated El Paso County if none of its taxing entities begins with "City of" or "Town of".
- Wildfire building standards
- The county has adopted the state's 2025 Colorado Wildfire Resiliency Code Map for unincorporated areas. New applications from 1 July 2026 must meet Appendix E of the Land Development Code (structure hardening and defensible space), with an owner affidavit; inside a fire district, the fire district reviews compliance.
- Agricultural exemption is not for houses
- The county's agricultural structure exemption covers buildings used solely for livestock, farm products or farm machinery, and it notes that pole barns are not automatically exempt: all structures need a building permit unless explicitly exempt. Living space puts the building back under the code.
- Septic (OWTS) permits
- El Paso County Public Health inspects and regulates onsite wastewater treatment systems for homes not on a municipal sewer, and estimates about 30,000 are operating in the county. Since 1 January 2024 an OWTS permit application must be submitted by a licensed OWTS installer.
- Well water testing
- El Paso County Public Health's laboratory supplies a real-estate water kit that tests for inorganic anions such as nitrate and nitrite plus a bacteriological test, and notes that some VA/FHA lenders may require further tests such as lead.
