Pueblo County Building Division (Planning & Development)

Pueblo County took over building permits for its unincorporated areas from the Pueblo Regional Building Department on 1 January 2026, honouring permits, reviews and inspections already in progress. Residential applications are filed online through PuebloPermits.com. The City of Pueblo and the Town of Boone are not covered; they permit through the Southern Colorado Building Department.

Codes enforced
The Pueblo County Building Division enforces the 2021 International Code Council building codes and the 2023 National Electrical Code (NFPA 70). The county's Title 15 applies its residential code to all unincorporated areas of Pueblo County.

Ground snow load
Pueblo County's Title 15 adds Table R301.2(5), Pueblo County Ground Snow Loads, set by elevation: 20 psf at 5,300 feet, 30 psf at 6,300 feet, 40 psf at 7,300 feet, rising to 60 psf at 11,300 feet. A parcel's elevation sets the roof load the plans must carry.

Agricultural exemption
Title 15 exempts only buildings used for the sole purpose of sheltering agricultural implements, farm products, livestock or poultry; all other provisions of the code apply to agricultural buildings. A shop building with living quarters is a residence and needs a residential permit.

The county offers a Temporary Use Permit for short-term uses such as living in an RV while obtaining a building permit or constructing a new home. New homes, garages and sheds each fall under the Residential Building Permit.

Septic, wells and local water
The Building Division's agency list sends OWTS (septic) questions to the Pueblo Department of Public Health and well permits to the Colorado Division of Water Resources office in Pueblo. Pueblo West has its own Community Development office and water provider, and Colorado City has its own metro district.

How much does it cost to build a barndominium in Pueblo County?
It depends heavily on the parcel. Distance from power, the septic design the soil will take, whether water comes from a district or a new well, and the roof load your elevation demands all move the number more than the floor plan does. Do I need a building permit for a barndominium in Pueblo County?
Yes. On unincorporated land, including Pueblo West and Colorado City, the Pueblo County Building Division issues the residential permit and runs inspections under the 2021 codes. The agricultural exemption covers only buildings used solely for farm shelter, so living space rules it out. Are barndominium kits a good fit for land in Pueblo County?
They can be, once the package is checked against the county's elevation-based snow table and the wind exposure on your site. A kit sized for a lower, milder location may need heavier members before it passes plan review. We review a package you already own, or supply barndominium kits drawn for the parcel and stamped by a Colorado-licensed engineer when the county asks for it.
Can I live in an RV on my land while the barndominium is built?
Pueblo County has a Temporary Use Permit written for exactly that situation: living in an RV while a building permit is obtained or a new home is under construction. Apply for it alongside the residential permit rather than moving in first. Sewage and water for the RV still need a plan, so we sequence the septic and well work early in the schedule.
