Southern Colorado Building Department (SOCOBD), regional successor to the Pueblo Regional Building Department

SOCOBD was created by an intergovernmental agreement between the City of Pueblo and the Town of Boone, and took over from the Pueblo Regional Building Department on 1 January 2026. It has no jurisdiction on unincorporated county land such as Pueblo West. City Public Works still signs off on permits; a single-family application is left overnight and is ready after 10 a.m. the next day.

The Southern Colorado Building Department was formed by an intergovernmental agreement between the City of Pueblo and the Town of Boone to serve both, and states it does not have jurisdiction in unincorporated areas of Pueblo County. It also says it is not responsible for zoning enforcement.

Energy code
SOCOBD reports that the City of Pueblo adopted the 2021 International Energy Conservation Code without modifications, plus the Colorado Model Electric and Solar Ready Code, effective 30 June 2026; plans and permits submitted from 1 August 2026 fall under it. The city did not adopt the Model Low Energy and Carbon Code at this time.

SOCOBD's homeowner portal is only for owners who own and live in their home in Pueblo; it is not available for rental or commercial property. Otherwise a contractor is required to work on the property.

Zoning and land use
The city's Planning & Community Development department administers the comprehensive plan and enforces land use regulations, and publishes the Comprehensive Plan 2022 and Future Land Use Map 2022. Zoning questions for a city lot go there, not to the building department.

The City of Pueblo Wastewater Department collects sanitary sewage from residences, businesses and industries and treats it at the city's Wastewater Treatment Facility, so most in-town lots connect to sewer rather than needing a septic system.
