Teller County sits high on the west side of Pikes Peak, and most of the acreage buyers we hear from here are looking at timbered lots around Divide, Florissant and the back roads outside Woodland Park. Altitude drives the structure more than style does. Teller County Building Division (Community Development Services)

The Building Division issues permits and inspects all property in unincorporated Teller County, which takes in Divide and Florissant. Woodland Park, Cripple Creek and Victor each run their own building department, so a parcel inside one of those limits is permitted there instead. Septic permits are a separate county application.

Ground and roof snow load
The Teller County Building Code sets a ground snow load of 57 psf and a roof snow load of 40 psf for all structures in the county, and it states that no reduction is allowed under the snow-load chapter of ASCE 7.

Frost depth and wind
The same county code sets a minimum frost depth of 30 inches and an ultimate design wind speed of 115 mph with exposure C, noting that Teller County falls in a Special Wind Region of the map; design professionals may use another exposure category based on their own site review.

Septic (OWTS) rules updated in 2026
On 9 June 2026 the county commissioners, sitting as the Board of Health, and Teller County Public Health and Environment adopted an updated Regulation 43 for onsite wastewater treatment systems in the county, effective 24 July 2026. New OWTS permits follow a county submittal checklist.

Agricultural exemption excludes living space
The county code exempts from permit only agricultural buildings used solely for the farm use behind the Assessor's agricultural classification and not used for residential purposes, even storing household items or personal vehicles. Electrical, mechanical and plumbing permits still apply.

Do I need a building permit for a barndominium in Teller County?
Yes. A home with a shop is a dwelling, and the agricultural exemption in the county code does not reach buildings with any residential use. Outside the three municipalities, the Teller County Building Division reviews plans and inspects; inside Woodland Park, Cripple Creek or Victor, that town's own department does. Will a barndominium kit meet Teller County snow and wind requirements?
Only if it was designed for them. Many barndominium kits ship with loads chosen for lower ground, and the county's code does not allow the roof snow figure to be reduced. Is Divide or Florissant inside a town for permitting?
Neither appears among the county's three municipalities with their own building departments, so land around them is permitted by the county. Check the parcel on the Assessor's records before you buy, because a lot inside Woodland Park limits follows that city's process instead. Nearby El Paso County and Park County each have their own permitting office.
