Park County is mostly high mountain park and forest, and buyers come here for room: a few acres of pine near Bailey, open grassland in South Park around Hartsel, or a ranch parcel off the highway toward Jefferson. The Building Department handles permits and inspections for all construction across Park County except inside the Town of Fairplay and the Town of Alma, which permit their own projects. Bailey, Jefferson and Hartsel are unincorporated, so land there goes through the county. Applications are made through the county's online permit portal; septic and driveway permits come from Environmental Health.

Snow and wind loads are site-specific
Park County says design loads depend on a property's location and elevation. The fixed wind load and digitized SEAC 2016 ground snow loads were phased out on 31 December 2023; plans submitted from 1 January 2024 use ground snow load and wind speed from the ASCE Hazard Tool under the current ASCE/SEI 7 edition (ASCE/SEI 7-22), Risk Category II for homes.

Park County's 2018 building code resolution adopts the 2018 IRC with local amendments; its climatic design table sets a frost line depth of 24 inches and requires an ice barrier underlayment.

The county's amendment to IRC R313.2 requires an automatic residential fire sprinkler system in one- and two-family dwellings over 6,000 square feet (with a narrow common-wall exception), which matters when a living area and a heated shop share one roof.
