Inside Boulder's city limits a barndominium is an unusual project, and we would rather say so up front. Lots are small and expensive, the city caps building coverage and floor area, and its own energy code goes well beyond the model code most Colorado jurisdictions start from. What does work here is a compact shop-style home: a steel or timber frame with a tall garage bay, metal cladding and an all-electric mechanical plan, drawn to fit the lot's zoning numbers from day one. We plan and build those, and we tell owners early when the parcel they have in mind is better suited to a conventional frame. Permits for any lot within the city come from the City of Boulder's Planning & Development Services, not from Boulder County, so the drawings answer to city code and city review. The City of Boulder issues building permits for new single-family homes and accessory buildings inside city limits. A new structure needs a scope of work form, a lot area declaration and a zoning data worksheet covering building coverage and floor area ratio. Unincorporated land outside the city answers to Boulder County instead.

Building code in force
City Council adopted the 2024 International Code Council codes with local amendments on 20 March 2025, effective 1 August 2025; the amendments sit in Title 10 of the Boulder Revised Code. The 2024 City of Boulder Energy Conservation Code took effect 1 December 2024.

New homes must be all-electric
The city's energy code FAQ states there are no exceptions for residential projects or additions: they must be all-electric. Homes of 3,000 square feet and larger must be net-zero energy, and smaller homes must reach an Energy Rating Index of no more than 30 with renewables.

Wildland-urban interface code
Boulder first adopted the International Wildland Urban Interface Code in 2014 and has adopted the 2024 edition with local amendments, applying to building permits in the mapped WUI area from 1 August 2025. It sets three classes of ignition-resistant construction by fire hazard severity, and new fence sections within 8 feet of a structure must be noncombustible.

New structures require a zoning data worksheet checked against the Boulder Revised Code's maximum building coverage (section 9-7-11) and floor area ratio (section 9-8-2) rules, plus a stormwater and flood management fee form when hard-surface area changes.

Under the 2024 city energy code, full demolition and deconstruction projects must show how 75% of the project's waste by weight will be diverted from landfill through reuse, donation or recycling, backed by a refundable deposit.

Can post frame homes or steel homes meet Boulder's energy code?
Yes, if the envelope and mechanical plan are designed for it from the start. Post frame homes take thick insulated walls well, and steel homes need careful thermal breaks at the frame. Are barndominium kits allowed in the City of Boulder?
The city reviews the building, not the source of its parts, so barndominium kits are workable when the package is drawn to the 2024 codes, the WUI class for the lot and the city's energy rules. Most off-the-shelf kits need changes before they get there. Whether you buy from us or from other barndominium contractors, have the package checked on those terms before anything is ordered; metal building homes shipped for a warmer market often need a new insulation plan.
