Boulder County Building Safety & Inspection Services (Community Planning & Permitting)

Building Safety & Inspection Services permits and inspects homes, garages and pole barns on unincorporated land. It has no jurisdiction inside the cities within the county, Jamestown excepted, so a lot inside Boulder, Longmont or another city goes to that city's own building office. New dwellings must show evidence of water and sanitation before a permit is issued.

Building code in force
Building permit applications for unincorporated Boulder County submitted on or after 1 July 2026 are reviewed under the 2021 International Codes with the county's local amendments, which add energy, sustainability and ignition-resistant construction requirements. Cities and towns in the county adopt and enforce their own codes.

Site Plan Review on vacant land
Under Article 4-800 of the Land Use Code, Site Plan Review is required before the county issues a building permit for any development on a vacant parcel, and for cumulative residential floor-area increases over 2,000 square feet. It starts with a pre-application conference with a county planner.

BuildSmart energy rules
BuildSmart, the county's residential green building code, applies to all new residential construction and additions in unincorporated Boulder County. The county says BuildSmart Zero Net Energy is currently required for new homes above 5,000 square feet of conditioned floor area.

Plains soils report
The county's building FAQ says a majority of the plains portion of the county consists of expansive soils and high groundwater, so a soils report is always required for new buildings in the plains, defined as east of Broadway and east of Foothills Highway. The same FAQ requires Class 4 impact-resistant asphalt shingles.

Septic (OWTS) approval
Boulder County Public Health reviews and approves onsite wastewater treatment systems. Its new-construction permit covers a site inspection, design revisions, a final inspection and issuance of the use permit.

Boulder County Public Health notes that private well water is not regulated, treated or monitored by public health officials, and points owners to the Colorado Division of Water Resources, the agency that permits and regulates well construction.

How much does it cost to build a barndominium in Boulder County?

Yes. On unincorporated land the county's Building Safety & Inspection Services issues the permit, and its list of new buildings that need one names pole barns alongside homes.
