Garfield County's Building Department reviews applications for unincorporated land against the county Land Use Code and its adopted building codes; a new single-family house is submitted as a packet with building, driveway, grading and septic (OWTS) permits. Electrical permits are issued through the state. A parcel inside a town or city is checked with that municipality instead.

Wildfire code
The Garfield County Board of County Commissioners adopted the Colorado Wildfire Resiliency Code on 1 July 2026. The county's page says it applies to all new building in Garfield County for any permit submitted after that date.

Septic (OWTS) permits
Since 1 January 2020, onsite wastewater treatment systems in Garfield County are regulated and permitted through Garfield County Public Health's Environmental Health Division. An application needs a site and soil evaluation, system design and site plan; the county's regulation was updated on 28 May 2026.
