Mesa County Building Department (Community Development)

The Mesa County Building Department issues permits and performs inspections for unincorporated Mesa County and, by its own description, for the towns of De Beque, Collbran and Palisade and the City of Grand Junction. Fruita is not on that list, so a parcel inside Fruita's limits is checked with Fruita first. Septic permits come from the county's separate Septic (OWTS) Department.

Adopted building codes
Mesa County lists the 2024 International Residential Code, 2024 International Building Code and 2021 International Energy Conservation Code among its adopted codes, and says the 2026 NEC and 2024 Colorado Plumbing and Fuel Gas Code take effect on 1 January 2027.

The Mesa County Building Department publishes non-reducible ground snow loads by elevation: 30 psf from 4,000 to 5,500 ft, 40 psf to 6,500 ft, 50 psf to 7,500 ft, 70 psf to 8,500 ft, 90 psf to 9,500 ft and 100 psf to 11,000 ft, with a residential basic wind speed of 104 throughout. Area rows include Collbran at 40 and Mesa Lakes at 100.

Wildfire code and fire districts
Mesa County began enforcing the 2025 Colorado Wildfire Resiliency Code on 1 July 2026 for new construction in the Wildland-Urban Interface. Parcels in the Grand Junction/Grand Junction Rural, Lower Valley, Mesa County Fire Authority or Palisade fire districts go to that district for site requirements; all other districts are handled by the Building Department.

Mesa County has a proposed draft of its 2020 Land Development Code (revision 24 July 2026) scheduled for a Planning Commission hearing on 15 October 2026 and a Board of Commissioners hearing on 17 November 2026. Zoning answers for a parcel may change after those hearings.

Yes. A barndominium is a home, so the Mesa County Building Department reviews the plans and inspects it on unincorporated land, and it also serves Palisade, Collbran, De Beque and Grand Junction.
