A county permit is required for any new dwelling or structure in unincorporated Logan County, built to the 2006 International Residential Code, with footer, foundation, framing, drywall and final inspections. Electrical and plumbing permits are issued by the State of Colorado, not the county. Land inside the City of Sterling is permitted separately by the city's Public Works Department.

Logan County's permit packet says the county enforces the 2006 International Building, Residential, Mechanical, Energy Conservation and Fuel Gas Codes on unincorporated land, and a residential permit needs a REScheck energy compliance report.

Agriculture permit is for barns, not homes
Per Logan County, agricultural storage buildings and animal barns on parcels of 35 acres or more may be eligible for an Agriculture Permit in lieu of a building permit. A building with living quarters is a dwelling and takes the full building permit.

Floodplain rule
Logan County requires a floodplain check on every permit. New construction in the 100-year floodplain must sit one foot above base flood elevation with a certified elevation certificate, and the county notes basements are not allowed in flood zones.

Septic (OWTS) permits
The Northeast Colorado Health Department, which serves Logan County from Sterling, requires a permit for any new or repaired septic system on a building not connected to city sewer. Its revised OWTS regulations took effect 15 June 2026.
