Morgan County Planning, Zoning & Building Department
The county department in Fort Morgan issues building permits and schedules inspections for unincorporated Morgan County. A permit is required for any building with a roof of 120 square feet or more, and a shop with a bathroom needs a building permit. Inspections are listed on the permit card issued once the setback inspection passes. Land inside an incorporated city or town should be checked with that municipality.

- Adopted residential code
- Morgan County states that in 2010 it adopted the 2009 International Building Code, International Residential Code, International Energy Conservation Code and International Mechanical Code.
- Wildfire Resiliency Code
- On 23 June 2026 the Morgan County Board of County Commissioners adopted the Wildfire Resiliency Code for the unincorporated areas of the county (Resolution 2026-BCC-021), with a Wildfire Resiliency Map to show which areas it reaches.
- Proof of water and sewer
- The county building permit application requires water to be proven for quality, quantity and reliability, by a Quality Water Contract or a current well permit from the Colorado Department of Natural Resources, and sewer shown by a septic permit or proof of a public system.
- County contractor's license
- Morgan County requires contractors working in the county to hold a current Morgan County Contractor's License, and its permit application warns that failing to comply with inspections can lead to extra fees or denial of that license.
- Septic (OWTS) permits
- The Northeast Colorado Health Department, which serves Logan, Morgan, Phillips, Sedgwick, Washington and Yuma counties, requires an OWTS permit for any building creating wastewater flow that is not on a city sewer, including every new system or repair. Revised regulations took effect 15 June 2026.
- Rural services notice
- The county's permit application tells applicants that utilities may be nonexistent or subject to interruption, that fire, law enforcement and ambulance response will be considerably slower, and that county roads may not be plowed for several days after a major snowstorm.
